Bluem is an independent Dutch specialist in payments, identity, compliance, anti-fraud, and creditworthiness, based in Amersfoort, Sofia and Yerevan. It has developed its viamijnbank, TOP and okID cloud platforms for handling online payments, authorisations, identification, compliance & signing services, IBAN-name checks and financial capacity assessments. Through our software, companies send large volumes of payment requests, invoices are paid faster, mandates are issued digitally, account numbers are checked, contracts are digitally signed, ID documents are scanned, and budget checks are carried out.

Did you know that more than 1000 companies already work with Bluem? And that we send millions of digital invoices and process the same amount of payments per month? Annually we process nearly 100 million transactions for clients. We are a transaction factory for business critical services. Bluem’s head office is located in Amersfoort and has its primary software development team in the Netherlands. We also have a maintenance and operations team in Sofia (Bulgaria) and Yerevan (Armenia). Although Bluem operates internationally, the focus of our development and innovation clearly lies in the Netherlands. Our developers are on the Dutch payroll, and all new product developments, innovations and technical strategies are centrally managed and realised here. In Sofia/Yerevan we work with a number of independent professionals who support us in technical maintenance and daily operational processes. It is important to emphasise that although these people are not directly employed by Bluem (near-shoring), they have been working dedicatedly for Bluem for years and are managed by Bluem. As an operations team, they are responsible for keeping our existing systems stable, because availability and security, in addition to privacy and scalability, are core values for us. This smart setup ensures that on the one hand we maintain decisiveness and focus on high-quality software development within our own organisation in the Netherlands, and on the other hand we remain flexible in the execution of recurring operational tasks.

Rieko Kester

CEO

Rieko is a born entrepreneur with a passion for new business. During his technical studies at TH The Hague and business administration studies at Erasmus University, his first venture came to life. After gaining experience in business development and management consulting roles at KLM, Philips Thailand and KPMG Consulting, Rieko started at Bluem in 2000, together with Atos Nederland and Scan Laser. Since 2002, Rieko has been director and is committed to the large-scale adoption of e-invoicing, payments and identity services. Rieko has held various interbank positions under the auspices of the Dutch Payments Association and the NVB concerning FiNBOX, digital authorisation and iDIN.

Aviël Ossi

CTO

Aviël Ossi is a devoted father, husband and friend with a wealth of experience in technology and entrepreneurship. With a background in computer science and expertise in infrastructure and systems, he has worked in both the private and public sector and has developed innovative solutions in various sectors.
As a veteran of both successful and failed ventures, he understands the complexity of setting up and maintaining businesses. With a higher vocational education from Nyenrode Business University, Aviël Ossi combines strategic insight with practical experience to drive growth and efficiency.
Whether leading teams or optimising systems, he continues to focus on innovation, resilience and meaningful connections in everything he does.

Peter Meester

Lead full-stack developer and architect for various ViaMijnBank and TOP services. Peter has nearly 20 years of experience in full-stack software development and deployment. As an all-round specialist, he leads other software developers. No technical challenge is too big for Peter.

Frans has been working for Bluem since 2007. Data centres, hardware, OS, firewall, security and system configuration are among his focus areas. Frans is an IT veteran who has earned his stripes in the fields of, among others, security, data protection and system engineering.

Tom is our enthusiastic sales & account executive. During his Business Administration studies at the University of Applied Sciences Utrecht, he gained experience at various successful companies. He started at Bluem in 2017 and now handles sales, marketing and communication with clients and prospects.

Laurens Uffing

Business development & marketing lead

Laurens has been our Sales & Marketing specialist since August 2020. He supports sales, communication and manages Bluem’s marketing. Laurens manages HubSpot, SEO, Google Adwords, LinkedIn, the website and marketing campaigns. During his Business Administration studies, Laurens gained experience at organisations such as the Chamber of Commerce.

Camila Pastor

Policy & Compliance Officer

Camila has been working at Bluem since February 2025 and has a strong academic background and a passion for social impact. She followed an honours programme in Philosophy, Politics and Economics (PPE) at Utrecht University and recently obtained her master’s degree in Social Challenges, Policy and Interventions. Camila is originally from Lima, Peru, and is actively involved in volunteer work, including designing a diversity performance indicator for the Red Cross in Utrecht. Outside of work, she enjoys cooking and discovering new flavours, combining creativity and precision – just like in her professional life.

Mark Raida

Finance Trainee

Mark-Anthony Raida is a student at the University of Amsterdam, where he studies economics and business economics. He has been working at Bluem since January 2025 and brings analytical skills and an international perspective.
Before joining Bluem, Mark-Anthony gained experience at Tractus, a strategy and operations management consultancy in Thailand, where he supported clients worldwide in achieving their business goals. His passion for economics, strategy and problem-solving is the driving force behind his work in both academia and business.

Marco Kester

Customer Support Trainee

Marco studies communication sciences in Enschede and works part-time at Bluem supporting customers. He focuses on premium support for our key accounts and “Managed Service” clients, where Bluem monitors a flow – e.g. customer onboarding, rental acceptance or HR onboarding process.

Georg has been working for Bluem since 2002. Georg is a passionate internet veteran and manager of web solutions in the FINTECH world. He has a university background and a passion for mathematics, physics and astronomy. Georg leads the operations and maintenance team in Sofia and serves as the bridgehead with the Dutch headquarters.

Ani is responsible for acceptance testing of new releases. She also monitors errors in production. She works with a wide range of test tools in the Sofia team.

Karen has been part of the Bluem team in Yerevan since 2024. He is an internet, IT and operations veteran with 20 years of relevant work experience. Karen is a key player in our technical team for software maintenance. Karen leads other IT specialists in Yerevan.

Marcello aspires to create simple, elegant, award-winning user interfaces; fluid and intuitive interaction designs; original and engaging visuals with care, passion and creativity. One of his creations, Agenda, won the Apple Design Award in 2018. He believes that truly great designs arise from respect, trust, empathy and love. He has been working with Bluem since 2016.
